MINUTES OF THE NOVEMBER 28, 2000 MEETING APPROVED
CARL MOTIONED TO FORWARD THE CAUSES AND PROCEDURES FOR ZONING PERMIT REVOCATION TO THE TOWNSHIP BOARD, LEO SUPPORTED THE MOTION. ALL AYE.
PUBLIC HEARING TO ESTABLISH RULES FOR RV USE IN VARIOUS ZONES.
LETTERS WERE READ. JAKE EXPLAINED THAT THIS WOULD TAKE EFFECT ON EMPTY LOTS AND COUNTRY PARCELS, WHAT IS THERE IS GRANDFATHERED.
PUBLIC COMMENT IN FAVOR:
MARK BORST FROM SANDY VIEW II - NO MORE THAN 2 UNITS PER LOT, IS CONCERNED WITH MULTIPLE UNITS PER LOT. HE DOES NOT HAVE THE DEFINITION OF A CAMPGROUND.
JAKE INFORMED HIM THAT THE DNR AND HEALTH DEPT. GOVERN CAMPGROUNDS AND THAT ANY PARCEL CONTAINING MORE THAN 5 UNITS IS CONSIDERED A CAMPGROUND
MARK ASKED IF THERE IS A FIRE CODE FOR SETBACKS ON UNITS IN A CAMPGROUND.
JAKE RESPONDED THAT IS AGAIN A DNR OR HEALTH DEPT. DECISION.
MARK COMMENTED THAT THE ZO SAYS SETBACKS MUST BE MAINTAINED.
JAKE SAID THAT IT IS HIS UNDERSTANDING THAT THE PC CANNOT OUTLAW ANYTHING THAT IS GRANDFATHERED, HE CAN HAVE THE ATTORNEY CHECK INTO IT.
MARK EXPLAINED THAT HE WAS TOLD BY JAKE THAT HE COULD NOT HAVE A TRAVEL TRAILER, SO HE BOUGHT A MOBILE HOME, HE WOULD LIKE TO HAVE THE COVENANTS REINSTATED.
JAKE RESPONDED THAT IS AN ASSOCIATION ISSUE.
MARK SAID THERE ARE WAY MORE THAN 6 RV'S ON LOTS AS STATED IN THE JOURNAL. HE DOES\N,T WANT TRAVEL TRAILERS THERE PERMANENTLY, HE IS NOT PLEASED.
LAURIE KOLOSCI OWNS A CAMPGROUND AND HAS TO FOLLOW THE RULES AND PURCHASE YEARLY PERMITS AND FEELS THAT RV'S SHOULD HAVE TO DO THE SAME.
RANDY MILLER AGREES WITH THE PROPOSALS AND WANTS TRO KNOWIF EXISTING TRAILERS CAN BE CONDEMNED. HE FEELS THAY SHOULD BE BROUGHT UP TO DATE.
JAKE TOLD HIM THAT IS THE BUILDING INSPECTORS JOB.
KEITH ADAMS FELLS THEY SHOULD BE HOOKED UP TO WATER AND SEWER SYSTEMS. FEELS THERE SHOULD ONLY BE 1 UNIT PER LOT.
CRAIG CIHAK STATED THAT A DWELLING IS 720 SQ. FT. AND FEELS THIS IS AN ISSUE OF WHETHER OR NOT GOLDEN TOWNSHIP WANTS TO BE A BIG CAMPGROUND OR A REPUTIBLE COMMUNITY. HE FELLS SOMETHNG NEEDS TO BE WRITTEN- TIME LINES FOR WEEKENDS, ETC. HE DOESN'T FEEL RV'S SHOULD BE ENCOURAGED FOR DWELLINGS.
GIL LAKE HAS LIVED IN ONE FOR 11 YEARS, FEELS THESE RULES ARE WRONG AND THAT IT SHOULD BE CONSIDERED ON AN INDIVIDUAL BASIS.
KIETH ADAMS COMMENTED THAT THERE ARE A LOT OF VACANT LOTS IN SUBDIVISIONS AND WANTED TO KNOW HOW JAKE WAS GOING TO KEEP TRACK OF IT ALL.
JAKE TOLD THAT HE ASKS FOR THE COVENANTS WITH THE APPLICATIONS.
KIETH COMMENTED THAT IT WOULD ELIMINATE A PROBLEM IF A WRITTEN STATEMENT FROM THE SUBDIVISION GIVING PERMISSION TO ALLOW IT WAS GIVEN WITH THE PERMIT.
LEO COMMENTED THAT JAKE CAN'T LEGALLY DO THAT.
ERIC REDMAN- UPPER SILVER LAKE HAS LOTS THAT ARE DESIGNATED TO RV USE ONLY, DOESN'T AGREE WITH THE 21 DAYS AND THAT THE TIME FRAME IS TOO TIGHT.
JAKE COMMENTED THAT THE 21 DAYS IS TO AVOID CAMPING THERE AS TO OPPOSED TO LIVING THERE.
ERIC ASKED IF GRACE YOUTH CAMP IS A CAMPGROUND?
JAKE SAID YES, WE ARE LOOKING AT EMPTY PARCELS, WE NEED REASONABLE CONDITIONS
MARILYN HEARSAL- WE'RE LOOKING FOR GENTLEMANS AGREEMENT, ASSOCIATIONS NO LONGER HAVE ANY LEGAL TEETH. WOULD LIKE TO STANDARDS THAT ELIMINATE 50'X 100' LOTS THAT HAVE 5-6 CAMPERS THERE ALL SUMMER. LIMIT CAMPERS PER PARCEL, SQ. FOOTAGE PER RV, WHO DO YOU CALL WHEN THEY ARE OVERCROWDED?
MARK AGREES WITH MARILYN, ARE RV'S TAXED? HE NEEDS TO CHECK WITH PAM WALKER.
CRAIG COMMENTED THAT WE ARE LOOKING AT HUNDREDS OF THESE IN THE FUTURE AND THAT WE NEED TO TAKE CARE OF IT NOW.
LAURIE ASKED WHO WILL POLICE IT?
HELEN RESPONDED THAT NEEDS TO BE CHECKED INTO.
GIL SAID THAT THERE ARE HUNDREDS OF THEM NOW AND THAT THIS IS NOT FAIR FREEDOM. MY LOT IS MY LOT AND I SHOULD BE ABLE TO DO WHAT I WANT.
JAKE COMMENTED THAT WE ARE RESTRICTING PEOPLE IN THE BEST INTERESTS OF THE PUBLIC. ANYTHING EXISTING CANNOT BE EFFECTED BY ANY NEW LAWS.
RANDY MILLER WOULD LIKE TO SEE THIS ENFORCED, HE KNOWS THERE WILL BE ALOT OF HARD FEELINGS.
MARK HAS TALKED WITH NEIGHBORS AND THEY KNOW THEY ARE GRANDFATHERED. THEY DO NOT LIKE THE MULTIPLE UNITS.
RANDY ASKED IF SERIAL NUMBERS COULD BE REGISTERED TO KEEP TRACK OF NEW UNITS BEING PUT IN?
RON SMITH EXPLAINED THAT HE CAME HERE IN 1984 AND THAT 4 YEARS AGO HE BOUGHT ACREAGE, FEELS IT IS THE PRETIEST PART OF THE STATE. HE PUT IN A TRAILER WITH POWER AND A WELL AND HAS A PORT-A-JON. HE THINKS IT IS UNFAIR WHEN OTHERS ABUSE THE SYSTEM. THE RESTRICTIONS ARE TOO GREAT, HE CAN'T AFFORD TO BUILD A HOME NOW, IF HIS FAMILY COMES AND PITCHES TENTS, THEY"LL BE OVER THE LIMIT. WHY PUSH HIM OUT? THE SIZE OF THE PARCEL SHOULD BE A MAJOR ISSUE. HE DOESN'T WANT TO BE NUISANCE, BUT WANTS TO STAY. THE PC NEEDS TO BE MORE LENIENT, PLATES-YES-PERMIT- NO. IT'S FOR HIS FAMILY.
DAN KOLOSCI UNDERSTANDS RONS SITUATION, NOT EVERYONE IS THE SAME AS RON. WE ARE TRYING TO ADDRESS THE ABUSERS AND THOSE
WITH NO RESPECT TO THE AREA.

DOUG BROWN APPRECIATES THE COMMENTS AND HAS A LOT 125'X125' WITH THREE CAMPERS, HIS AND TWO SONS AND DOESN'T PLAN ON MOVING ANY UNITS HE IS AFRAID THAT THE RESTRICTIONS WILL GO UNTIL IT'S NO LONGER ANY FUN. HE CAN'T PARK RV'S ETC. IN HIS YARD AT HOME, SO HE HAS THEM HERE.
CRAIG COMMENTED THAT IN THEIR COMMUNITY IT CAN'T BE DONE, SO WHY SHOULD IT BE OK HERE. IT SHOULD BE TEMPORARY, GUIDELINES SHOULD BE SET AND ENFORCEABLE.
RANDY MILLER COMMENTED THAT FOR THOSE WHO CAN'T TAKE THEIR RV'S HOME, THERE ARE STORAGE FACILITIES IN THE AREA.
MARK THANKED THE PC FOR THEIR EFFORTS.

OLD BUSINESS- MORAT/JUSKA RETIREMENT COMMUNITY SITE PLAN.
WATER RUN-OFF WAS DISCUSSED. REVIEW AND APPROVAL TO THE SITE PLAN ACCORDING TO SECT.12.11 OF THE ZO. MOTION BY CARL TO APPROVE THE SITE PLAN AND SUPPORTED BY AVERY, ALL AYE, MOTION PASSED.
SPECIAL USE PERMIT - NO FURTHER DISCUSSION. CARL MOTIONED TO APPROVE THE SU PERMIT ACCORDING TO SECT. 13.6 OF THE ZO, AVERY SUPPORTED THE MOTION, ALLAYE, MOTION PASSED.
OCEANA COUNTY PLANNING COMMISSION COMPLIMENTED THE GOLDEN TOWNSHIP PLANNING COMMISSION ON THE ZONING ORDINANCE AMENDMENT RE: RETIREMENT COMMUNITY.
DAVE MCCLELLAN WANTS TO DOWNSIZE THE 36'X96' BUILDING ON HIS SU TO 16'X 24' AND RELOCATE IT ON THE SITE PLAN. ANITA MOTIONED TO APPROVE WITH AVERY SUPPORTING THE MOTION, ALL AYE, MOTION PASSED.
